RACE RULES AND REGULATIONS
Race Committee - Powers

1.1  The race committee has the right to disqualify camels and / or riders and has discretionary powers over owners, trainers and handlers.
1.2 The race committee’s decision on all matters is final.2.    Start Rules & Etiquette
2.1  All adjustments to saddlery and riders attire are to be made in the saddling area.
2.2  All racing animals are to be mounted in the saddling area and led into the track and to the starting position by an experienced handler.  Handlers are not permitted to be in control of more than one camel per race.
2.3  Once led onto the track, the rider and animal are assumed ready to race and no further adjustments are permitted.
2.4  Once led onto the track, the rider is not permitted to dismount unless in an emergency.
2.5  Only the starter can determine an emergency at the start line.
2.6 There will be 6ft x 10ft square starting stalls.  A maximum of one camel per starting stall.
2.7 Gun starts.
2.8  The race starter and race stewards can disqualify any camel or person for unruly behaviour which is disrupting the race or endangers the safety of any jockey, handler or other person present.  The name and number of the disqualified camel will be relayed to the judge’s box immediately.
2.9  In the event of a false start, the stewards have the authority to nominate the commencement time for the rerunning of that race.  The race cannot be rerun less than two hours after the time of the false start.  If the false start occurs late in the programme the stewards have the right to run that race at a determined time on that day.
3.   Race Rules & Etiquette
3.1 Riders shall not deliberately direst their mount to cross the path of the following animal during the race.
3.2  There shall be no interference between riders during the race.
3.3  There shall be no interference of a rider of one mount to another rider’s mount.
3.4  Stewards have the right to check jockeys and camels for jiggers, if found both jockey and trainer will immediately be disqualified for the rest of the race meeting.
3.5  Owners / trainers / handlers / jockeys will be expected to be civil to race officials at all times.
3.6 Camel breaking - Camels have 50 metres to stop after breaking.  If not, they will be disqualified and track cleared.
4.   Dispute settlement
4.1 All disputes concerning the running of a race must be lodged to the chief steward within ten minutes of completion of the race.
4.2 The complaint / dispute will be decided by the Stewards and relayed to the owner, trainer or handler.
5.    General
5.1  All camel race chace finals are subject to availability
5.2  All camels must be fit, healthy and free of all impairments prior to commencement of racing as judged by either the committee or course veterinarian.
5.3  All races will be standing starts.
5.4  Riders and handlers are barred from participation if under the influence of drugs or alcohol.
5.5  It is the owners, riders, handlers and all participants’ responsibility to secure their own riding and handling insurance.  The Avoca Camel Race Committee does not accept any responsibility for any damage claims which may arise as a result of injuries to riders, handlers, participants and property during any race or any events during the course of the race meeting.
5.6  Injured riders and handlers shall have a medical examination before riding in further races during the race meeting.
5.7  Jockey and / or handler control of individual camels must be by either draw chain or nose peg.
5.8  All jockeys have to supply and wear protective head gear to Australian Safety Standards.  If crops are to be used, these must be of a type generally accepted as horse riding crops.
5.9  All jockeys must be properly and neatly attired.  The use of jockey colours is strongly recommended.  Riding boots or elastic sided boots must be worn.  Spurs are not permitted to be worn.
5.10 All camels will be painted with a number on both sides of the neck.  This number will be allocated by the committee and will remain the same throughout the race meeting.
5.11 Jockey’s and camels may be required to wear sponsors promotional items during the race events.
5.12 Jockey’s must be a minimum of 16 years of age at time of races.  The committee reserves the right to request identification and proof of age by any jockey.
5.13 Minimum age of camels to be three years.  Bulls allowed to race up to five years old if they are not rutting.
5.14 Chief vet has the ability to disqualify any camel if he deems unfit for racing.
5.15 Camels must be made available for a vet check at any time.
5.16 To qualify for the Cup. Camels must be placed 1st, 2nd 400m in heats on Sunday 8th June 2008. 
5.17 All participants, jockeys and handlers must sign an indemnity form.
5.18 Each camel entry must register on the prescribed form.
5.19 Registration of camels closes at 5.00pm Friday 6th May 2008.

5.21 The rules stated in the committee’s “Hire of Camels to the Public - Rules and Conditions” form part of these Race Rules and Regulations - Not Applicable to Avoca.
5.22 The committee reserves the right to cancel any or all races if necessary.
5.23 The winning camels of both major races as well as several minor races will be sampled for prohibited substances.  Sampling will be carried out by the chief vet.  Primary sample analysis will be conducted by the Racing Science Centre in Brisbane to the same standard used in the horse racing industry.
5.24 Prize money will be withheld on these races pending results from the Racing Science Centre.  Results usually take up to ten days.  Prize money on other races will be provided to the actual owners or jockeys of all winning camels, at the discretion of the winning owners except when the camel is hired out to a member of the public.  Then 100% of the prizes are provided to the hirer of the camel.  Not the camel owner.
6.    Prohibited substances
6.1 Any camel which has been brought to a racecourse and which is found by the Committee of the Club or the Stewards to have administered to it any prohibited substance as defined in 6.4 may by disqualified for any race in which it has started on the day. 
6.2 When any camel has been brought to a racecourse for that purpose of engaging in race is found by the Committee of the Club or the Stewards to have had administered to it any prohibited substance as defines in 6.4 the trainer and any other person who was in charge of such camel at any relevant time, may be punished, unless he satisfies the Committee of the club or the Stewards that he had taken all proper precautions to prevent the administration of the prohibited substance.
6.3 No person should have in his possession on a racecourse where a meeting is being conducted any prohibited substance, syringe, needle or other instrument that could be used to administer a prohibited substance to a camel unless that person shall have obtained the permission of the stewards to be in such possession, or satisfies them that the possession is for his lawful use.  Any person found contravening this rule may be punished and any such substance or items may be confiscated.
6.4  The following substances are declared as prohibited substances:-
    Substances capable at any time of acting on one or more of the following mammalian body systems:-
    The central and / or peripheral nervous systems,
    The cardiovascular system,
    The respiratory system,
    The alimentary digestive system,
    The musculo-skeletal system,
    The uro-genital system,
    The endocrine system.
    Substances falling within the following categories of substances:-
    -acidfying agents    -adrenergic blocking agents  -adrenergic stimulants
   -alkalinising agents    -anabolic agents        -analgesics
   -anti angina agents    -antiarrhythmic agents     -anti cholinergic agents
   -anticoagulants    -antidepressants    -antihistamines
   -antihypertensives  -anti-inflammatory agents      -blood coagulants
   -bronchodilators     -bronchospasm relaxants     -buffering agents
   -depressants     -cholinergic agents    -central nervous system stimulants
   -corticosteroids   -diuretics         -general anaesthetics
   -haematopoietic agents   -local anaesthetics     -muscle relaxants
   -hypnotics      -narcotic analgesics      -neuromuscular agents
   -sedatives    -respiratory stimulants      -vasodilators
   -tranquilizers    -plasma volume expanders    
   -hormones and their synthetic counterparts
   -vitamins administered by injection
6.5  Samples taken from camels in pursuance of the powers conferred on the stewards shall be analysed by only official racing laboratory.
Upon the detection by an official racing laboratory of a prohibited substance in a sample taken from a camel such laboratory shall:-
Notify its finding to the stewards, who shall thereupon notify the trainer of the 
camel of such finding, and
Nominate another official racing laboratory and refer to it the reserve portion  
of  the same sample, and except in the case of a blood sample, the 
 control of the same sample, together with advice as to the nature of the 
 prohibited substance detected.
 In the event of the other official racing laboratory detecting the same
 prohibited substance, or metabolites, isomers or artefacts of the same
 prohibited substance, in the certified findings of both official racing
 laboratories shall be prima facie evidence upon which the stewards  
 may find that a prohibited substance had been administered to the  
 camel from which the sample was taken.
6.6 The owner/trainer reserves the right to be present when samples are obtained
and retains the right to ensure that samples have been securely sealed and correctly labelled by the chief veterinary officer.
6.7 Committee reserves the right to random swab prize money of swabbed camels  
  will be withheld until swab is cleared.
7.   Punishments
7.1 The camel will be disqualified from the race entered and all prizes and prize money will then be awarded to the next five placegetters in that race.
7.2 The owner or trainer will be suspended from further racing at the said racing club and will not be permitted to enter upon any racecourse or training track owned, operated or controlled by the Club or any land used in connection therewith.
7.3 A list of persons suspended and camels disqualified shall be kept at the club and shall from time to time be published in the racing calendar.
7.4 A maximum suspension of two years from the date a positive sample is confirmed and a maximum fine of $1000 as decide by the stewards of the club will apply.  The offending owner/trainer will be given a period of one month to pay the fine from time of notification.
If payment is not received the committee reserves the right to take legal action against the said owner or trainer for recovery of that money.
